Best Time To Visit Shimla And Manali
Both towns are year-round destinations and the choice of season mostly changes what’s possible on the Day 4 Solang/Rohtang excursion.
July–September: Green valleys, though occasional monsoon delays are possible on both highway legs.
December–February: Snow in Kufri, Solang and Manali – the best season for snow activities, though Rohtang Pass itself closes.

The Rohtang Pass is closed with snow roughly from December to April and always requires a permit plus extra vehicle charges when open. The Atal Tunnel route to Solang and Sissu is open all year without the need for a permit, and is the default plan for Day 4. I'd rather give it to him. Best months are April to June and September to November for clear weather across both towns; July–August can bring monsoon delays on the highway, and December–February brings snow, ideal for winter sports in Solang.
This is a mid-altitude, family-friendly circuit with no acclimatisation and just pack warm layers for the Day 4 excursion no matter the season.

Road Conditions
The Chandigarh–Shimla and Shimla–Manali highways (NH-5/NH-3) are well maintained all the time, with continuous hairpin bends on hill stretches. Beyond this is Rohtang Pass which is a rough, seasonal mountain road. The Atal Tunnel is a smooth, well-lit two-lane tunnel open in all weathers.
